History

Avalon is a city in the Los Angeles County, State of California. The City is the only incorporated City on Santa Catalina Islands. The Tongva people inhabited the City before the European colonization. They used the soapstone on the island to make cooking vessels. Later on, some developers attempted to develop the area into a resort destination, but most ended up bankrupt. William Wrigley, Jr gained control of the City in 1919 and manned the development of Avalon including the construction of the Catalina Casino. When William died in 1932, his son, Philip, took over from his father in the further development of the City.

During the World War II, the land was closed to the tourists and was used for military training. The US Maritime Service was set up in Avalon, and Catalina’s steamships were used to transport the troops.

On land, the main means of transportation is by small motor cars known as “autoettes.” The ownership of the autoettes is limited to one permit per household. The permit for the possession of full-sized vehicles is challenging and gets revoked once the residency on the Island is terminated. The permit cannot be transferred between people except through a petition before the city council. Catalina Island is divided into two: Within Avalon and areas outside the city limits (‘Interior’). The California Department of Motor Vehicles has imposed strict permit programs and regulations which all the local motorists in the Avalon City must comply. Due to these severe constraints, vehicle ferrying services are not regular.
